Reminder: CELR Decommissioning

Since the public health emergency ended May 11, 2023, and to align with the process of removing SARS-CoV-2 infections (COVID-19 cases) from the list of nationally notifiable diseases starting January 2025, CDC will be retiring the CELR data feed. Retiring the CELR data feed means data will no longer be processed after September 1st, 2024.

  • CDC is requesting that all jurisdictions plan to discontinue their feeds prior to September 1st, 2024, at which point jurisdictional access to the CELR portal will be disabled and AIMS will cease ingestion and processing of CELR data.

  • Jurisdictions may terminate their feeds any time between now and September 1st.

  • Please reply to the edx email with your jurisdiction’s expected CELR termination date.

Question from VT on MSH-3:

We are looking for best practice regarding the MSH-3 field for “sending application”, in the scenario where the originating facility sends the ELR to a “pass-through” entity, and then on to the PHA. Is it more appropriate to have the MSH-3 field indicate the original sender or the pass-through facility?

‘Unknown’ Value for Race (PID-10):

In ELR R1 (and also in LRI PH-profile) the race field is “RE” not “R”, so leaving it empty is what is expected for unknown.

  • However, some jurisdictions may have made it 'R' in their systems, which requires this field to be populated in order to be successfully processed.

  • In comparison, the ethnicity field is also RE , however that value set includes the U for unknown.

We need discussion on what code to assign to Unknown for race.

  • The old value set also does not include ‘refused to answer.’

  • For LOI and LRI we have added PHC1175^Refused to answer^CDCPHINVS in the recent edition, but folks may not have implemented it yet.

  • US core (as the interpretation of USCDI elements use this value set for race since v3 (2020) included UNK and ASKU
