Project Overview

The Trusted Exchange Framework and Common Agreement (TEFCA) has 3 goals: (1) to establish a universal governance, policy, and technical floor for nationwide interoperability; (2) to simplify connectivity for organizations to securely exchange information to improve patient care, enhance the welfare of populations, and generate health care value; and (3) to enable individuals to gather their health care information.

  • Common Agreement

  • Trusted Exchange Framework

  • QHIN Technical Framework (QTF)

High Level Scope

Establish a TEFCA compliant method for eCR documents to APHL including connectivity, transmission and dataflow of eCR documents leveraging a dedicated TEFCA approved QHIN.

Configure eCR data integration and infrastructure with eHealth Exchange as a candidate Qualified Health Information Networks (QHINs) to continue in the Trusted Exchange Framework and Common Agreement (TEFCA) onboarding, testing, and designation process for eCR.

Timeline & Critical Path

Critical Path Deliverable & Status

  • Through 4/30/2024 – non-production testing with AIMS, Sequoia test harness and the eHealth Exchange QHIN.

  • 4/15/2024 through 5/31/2024 – non-production, informal testing of the reportability response (RR) workflow with the eHealth Exchange QHIN, APHL AIMS and QHIN exchange partners including Epic, Health Gorilla and MedAllies.

  • 6/3/2024 through 6/28/2024 – preparation for go-live including code promotion, change control, and production configuration.
