Quorum evaluation (two-thirds (2/3) of the Voting Representatives shall be necessary to constitute a quorum for the transaction of business)

Currently we have 17 named members (1 open slot, future 3 openings), so 2/3 = 11 is quorum (excluding chair and government members).

  • Proposed Charter Updates to Article 3 Section 4 - January 2026

    • consider what it means for organizational members to “term out” - for some stakeholder groups that might be applicable, but for SDOs and our federal partners for example we need to keep the ones that are relevant engaged

    • consider what benefit we were looking for when we decided on term limits, especially when some members have very specific expertise

  • Nominations so far on 2026 SC tab = review participation for 2025: SC Participation tracker

  • Confluence page to collect Ideas for the longevity of SHIELD Community and work:

    • need to clarify stakeholder incentives to ensure participation

      • for academia paper publication (find a journal that we might approach to be the “SHIELD” voice

      • influence / comments on upcoming regulation with the voice of all stakeholders in the lab data exchange space

USCDI V7 draft published

  • Started discussion today:

    • ASTP/ONC meeting will have a session introducing the V7 changes:

      • 2 new data classes:

        • Adverse Events (with 2 of the new data elements) - could include lab results

        • Healthcare Information Attributes (with 2 new and 2 moved data elements)

      • 29 new data elements + 1 very revised and renamed one (Smoking Status → Tobacco Use)

    • suggested improved tooling to support:

      • synonyms of data element names (Example: Performance Time could benefit from that, to indicate that for the lab use case this is Specimen Collection Date/Time)

      • remove data classes and only have data elements that can have tags indicating whihc of the use cases they are needed for (or maybe some data classes could remain and they could act as a grouper for common data elements needed in a use case), so that an EHR-s developer interested in implementing/certifying to a particular use case can easily find the list of elements functionally required to support that use case

    • Discussed how some definitions are very vauge (example Laboratory Orders) - Sara mentioned that is on purpose, so that implementers can figure out what elements are appropriate for their use case rather than overspecifying
