Notes

Quorum evaluation (two-thirds (2/3) of the Voting Representatives shall be necessary to constitute a quorum for the transaction of business)

Currently we have 17 named members (1 open slot, future 3 openings), so 2/3 = 11 is quorum (excluding chair and government members).

# of voting member per charter: 13 - 21

# of non-voting members per charter: 7

Open Meeting

12:09 PM ET

Follow up items

  • NLM and FDA participation:

    • John Snyder is asking about decision for NLM

    • Reached out to contacts for FDA Collaborative Community and lead in OHT7 - they are working on finding a resource

SC Members

Scott Campbell now at CAP - will need to see, if offical primary / secondary and adjust - then announce opening for HC provider as a choice

Clem McDonald has passed away

https://danielvreeman.com/blog/2026/05/24/in-memoriam-clem-mcdonald/

People shared their favorite memories and the iput Clem had on them personally and on their work, too

We all will miss him, but will undoubtedly be using the foundational elements he gave us to move interoperability forward

Update from HL7 WGM in Rotterdam

Small meeting overall

  • OO minutes: https://confluence.hl7.org/spaces/OO/pages/453917575/2026-05-18-22_WGM

  • Discussed Grouping of observations in FHIR:

    • Today’s discussion:

      • Pattern#1 has ONLY 1 DiagnosticReport FHIR resource - all grouping is done via Observation.hasMember (using the bollean to indicate that an Observation resource is acting ONLY as a grouper, so is never expected to have a value in .result or .dataAbsentReason or .component)

      • Pattern#2 can have MANY DiagnosticReport FHIR resources, one for each panel (OBR in a V2 message) to group all related observations

      • We really should have examples represented in each pattern to showcase how the representations end up (if it is working)

  • US Patient Care Summary (USPCS) was tested in Connectathon

  • Ballot Reconciliation for USPCS (finished 2/3 of tickets!)

Updates to Codes for Outbreaks

Hantavirus and Ebola LOINCs: https://loinc.org/prerelease/ - KUDOS to the LOINC team!

Andrea’s blog: https://www.linkedin.com/posts/andrea-pitkus-phd-mls-ascp-cm-famia-2a0b748_an-overview-of-health-data-standards-for-ugcPost-7463744941064609794-Yb_Y/?rcm=ACoAAAGYl5gBhHG9z_iLVKPFLIJzVxbfDeN79Is

No ICD-10 codes, though there are ICD-11 codes (for outside the US), unclear about need for CPT codes; working on adding a SCT code for disorder code

APHL is working on LIVD files for both diseases

Topic was also discussed on Lab LOINC Committee Call: input from Netherlands and Canada also provided

Nebraska PHL stood up a PCR for Andesvirus over a weekend and got that published

What is the process to get the notification for new standard code development for the next outbreak?

  • During COVID Regenstrief did outreach to other SDOs and CDC for input on testing

  • For Ebola and Hantavirus Regenstrief was just proactive on themselves

  • maybe we need to set up communications with WHO?

  • what is the best way to cordinate the communication between the SDOs and outbreak response organizations

Review SHIELD WG Deliverables and Milestone Grid

THANK YOU to all the WG Chairs for their effort in moving SHIELD work forward!!!

Julia will schedule the Standards and Vocab WG calls soon?

HL7 WGM in Bethesda joint meeting with FDA, ONC and CMS or other participants that are in the area possible?

Sep 19-25th HL7 is at Marriott in Rockville - in person meeting for SHIELD members? Potentially another DC area site.

If we do Q5, HL7 will not charge participants registration

Action items

For Vison 2030 identify the low hanging fruit and pick timelines and phased adoption goals
All review the ASTP/ONC Lab Data Interop report and pull out items that SHIELD can support / identify the order of steps needed to improve adoption and provide a feasible timeline and phased milestone list
LIS vendor certification incentives (or IHE Connectathons and capability statements)
CAP proficiency testing pilot to include UDI in the interface and gather LOINCs for the tested platforms and review and update, where needed, then import that into LIDR and make public - LIDR WG addressing this one
Find high return PH/emergency preparedness use cases for PH pilot and LIDR population (we already have the crowdsourced LIVD file, maybe see, if we can’t get more active participation in filling it out)
Robyn and Scott will brainstorm on next steps for creating guidance document around when to use free text vs discrete data vs coded discrete data and other implementation guidance around coding
Gather lists of qualitative results from LabCorp (Carmen) ARUP (Jenna), SonicHealth (Eric)
