Project Overview

Perform various measurement assessments and analyses on specially selected SHIELD initiatives, products, and processes to ensure they are effective and/or meet the needs of SHIELD stakeholders and ultimately provide business value to SHIELD.

High-Level Scope

• Provide measurement services by developing comprehensive evaluation plans; planning and performing data collection; comprehensive analysis; identifying impacts; correlations and benefits being realized; and reporting business benefits and business value on significant programs, processes, technology and SHIELD products. 

• Provide functional reviews by establishing a collaborative quality gate and concurrence process throughout the system development lifecycle for any initiative to help identify and prevent problems before they become prohibitively expensive, in both time and cost, to correct. 

• Provide lessons learned that increases the effectiveness of initiatives, projects, and products by providing decision makers with valuable knowledge and information from previous on-going initiative efforts and product implementation projects.  This knowledge will support evidence-based decision making at all levels of SHIELD by providing guidance for future business investments by:  1) capturing relevant input and data; 2) analysis of the input and data; 3) storing and maintaining PE knowledge derived from analysis; and 4) disseminating PE knowledge to targeted audiences.

• Develop and recommend a product effectiveness strategic plan  

• Develop measurement plan 

• Develop product effectiveness roadmap of supporting activities 

• Create specific deliverables for the purposes of administering, documenting, reporting analyzing, and communicating the results and to support continuous process improvement
